新形势下构建能源央企海外投资业务全球化商务支持体系的研究与思考

Research and thoughts on building a globalized business support system for overseas investment of China's state-owned energy enterprises under the new situation

Business support system is a general term for the system and supporting mechanisms for realizing the objectives of business support work.The project investment decision-making process consists of six steps and five decisionmaking gates,which ensures the effective and reasonable functioning of the decision-making gate mechanism.The application of business support system in the whole cycle management of overseas projects includes new project development stage,project operation stage,and project joint venture cooperation stage.Comparing with business support system of international oil companies,there are differences in the management structure,support mode,support scenarios,support standards,and sharing practices.China's state-owned energy enterprises' globalized business support system for overseas investment should draw on management theories and system management practices to promote the conceptual and characteristic changes from system to ecology.Learning from the mature practices of international oil companies,the paper proposes to give full play to the resources and functions of existing specialized companies and set up business support centers for overseas investment business.Stateowned energy enterprises should strengthen the differentiation and uniqueness of domestic business and international business control,insist on the separation of management and operation,establish the certification mechanism for overseas business experts,and make good preparations for the system of business support ecosystem for overseas investment business.
