四川盆地致密气规模效益开发对标管理体系与关键指标分析

Analysis of the benchmark management system and key indicators of scale economy development of tight gas in Sichuan Basin

开展致密气规模效益开发对标管理分析,是向标杆学习先进经验从而提升致密气勘探开发水平的重要途径。四川盆地致密气勘探开发对标管理的关键是提出对比对象、构建一套科学合理的对标指标体系,并开展对比分析。研究结果表明:1)北美圣胡安盆地致密气可作为四川盆地致密气勘探开发对比的标杆对象;2)四川盆地致密气勘探开发对比可从资源、技术、经济、政策、管理5个方面筛选指标建立对标指标体系;3)四川盆地致密气具有巨大的资源潜力和可观的规模储量,但致密气勘探开发技术仍然面临巨大的挑战,在经济效益、扶持政策、管理模式等方面与标杆对象还存在差距,在一定程度上制约了致密气产业发展。四川盆地应加快致密气勘探开发一体化步伐,油气企业应该建立对标管理长效机制,持续丰富和完善对标指标体系,通过学习先进、查找差距、补齐短板来提高致密气勘探开发水平。

Carrying out benchmarking management analysis of tight gas scale efficiency development is an important way to learn advanced experience from benchmarkers and thus improve the level of tight gas exploration and development.The key to benchmarking management of tight gas exploration and development in the Sichuan Basin is to propose a comparison object,construct a set of scientific and reasonable benchmarking index system,and carry out comparative analysis.The results of the study show that:1)tight gas in the San Juan Basin of North America can be used as a benchmarking object for the comparison of tight gas exploration and development in the Sichuan Basin;2) the comparison of tight gas exploration and development in the Sichuan Basin can be based on the screening of indicators from such five aspects as resources,technology,economy,policy,and management to set up a benchmarking index system;3) the comparative analysis shows that the tight gas in the Sichuan Basin has huge resource potential and considerable reserves,but the technology of tight gas exploration and development still faces great challenges.There is still a gap between economic benefits,support policies,management mode and benchmarking object,which to a certain extent restricts the development of tight gas industry.Sichuan Basin should accelerate the integration pace of tight gas exploration and development,and oil and gas enterprises should establish a long-term benchmarking management mechanism,continuously enrich and improve the benchmarking index system,and improve the level of tight gas exploration and development by learning from the advanced,finding gaps,and making up for short boards.
