中国式城市治理现代化的历史演进、变迁特征与未来走向

Historical Evolution,Changing Characteristics and Future Direction of Chinese Path to Urban Governance Modernization

中国式城市治理现代化是中国式现代化的重要组成部分。基于四次全国(中央)城市工作会议,本文从治理理念、目标、主体、路径和手段等五个维度系统分析了中国式城市治理现代化的演进历程、变迁特征和未来走向。研究发现,中国城市治理逐步迈向了理念全面、目标系统、主体多元、路径规范、手段科学的现代化阶段,其变迁历程蕴含了“坚持党的领导”“坚持问题导向”“坚持与时俱进”“坚持改革创新”等中国经验。结合城市治理现代化的中国经验和当前城市治理面临的现实挑战,建议应面向新时代城市工作的重点问题,进一步优化治理理念、目标、主体、路径和手段,以改革创新为根本动力,推动城市治理现代化持续优化。

Chinese path to urban governance modernization is an important part of Chinese path to modernization.Based on the four National(Central)Urban Work Conferences,this paper systematically analyzes the evolution,characteristics and future direction of Chinese path to urban governance modernization from five dimensions,i.e.governance principles,goals,stakeholders,paths and means.We found that China's urban governance has gradually moved towards the stage of modernization with comprehensive principles,systematic goals,diversified stakeholders,legalized paths and scientific means.The history of its transformation contains four aspects of Chinese experience,including"adherence to party leadership","adherence to problem orientation""adherence to keeping pace with the times",and"adherence to reform and innovation"Combining the Chinese experience of modernization of urban governance and the current challenges of urban governance,we suggest to face the key issues of urban work in the new period,further upgrade the governance concept,objectives,subjects,paths and means,and strive to promote the modernization of urban governance to a new level by taking reform and innovation as the fundamental driving force.
