我国长期护理保险服务项目清单优化研究

Study on the optimization of long⁃term care insurance service project list in China

通过对我国23个试点城市长期护理保险服务项目清单的归纳总结和比较分析,明确当前长期护理保险服务项目清单的设计特点、项目分类。研究发现,目前长期护理保险服务项目内涵标准界定不统一,项目清单缺乏动态调整机制,服务需求评估、服务匹配和支付标准路径不清晰。国家应明确项目内涵和服务标准,注重预防康复性服务清单遴选,基于失能等级精准匹配服务项目,提高失能老年人健康福祉。

This paper provided a comprehensive analysis and comparative review of the service lists for long⁃term care insurance support in 23 pilot cities in China,aiming to identify the service classification and characteristics.The result demonstrated that the definition and standards of the long⁃term insurance service list were inconsistent and lacked a dynamic adjustment mechanism for service checklists.The provided services did not match their demand based on disability assessment,and the payment standards were unclear.Therefore,the content and unified standards of the service items should be specified.The selection of preventive and rehabilitation services should be more emphasized and accurately matching service items based on disability levels to improve the health and well⁃being of disabled older adults.
