摘要
近年来,数字技术应用在相对贫困治理中的作用引发了诸多讨论。采用2018年中国劳动力动态调查数据,分析了数字技术应用对青年工作贫困的影响及其作用机制。研究发现,数字技术应用会显著影响青年的工作贫困状态,数字技术应用的程度越高,青年劳动者陷入工作贫困的可能性越低。KHB中介分解结果显示,数字技术应用通过提高技能水平、促进就业转型、强化劳动维权意识和提高人-职匹配等渠道来降低青年劳动者的工作贫困风险。基于此,应当提高青年群体数字技术能力,建立与数字经济相适应的就业援助体系,并积极扩大数字技术应用场景进而促进青年的劳动参与和收入提升,最终消解青年劳动群体面临的工作贫困风险。
In recent years,the role of digital technology applications in relative poverty governance has triggered many discussions.Using data from the 2018 China Labor Force Dynamics Survey,the impact of digital technology applications on youth in-work poverty and its mechanism of action are analyzed.It is found that digital technology application significantly affects the in-work poverty status of youth,and the higher the degree of digital technology,the lower the likelihood of young workers falling into in-work poverty.The results of the KHB mediation decomposition show that digital technology application reduces the risk of in-work poverty among young workers through channels such as improving skill levels,promoting employment transformation,strengthening labor rights awareness,and improving person-vocation matching.Based on this,we should improve the digital technology capacity of youth groups,establish an employment assistance system in line with the digital economy,and actively expand the application of digital technology to promote youth labor participation and income enhancement,so as to ultimately eliminate the risk of in-work poverty faced by youth labor groups.
