Theoretical Innovation and Policy Opportunities of China's Digital Economy

数字经济正在成为重组全球要素资源、重塑全球要素结构、改变世界竞争格局的关键力量,迫切需要形成和发展符合中国经济实际的特色数字经济理论,增强经济理论对新发展阶段经济数字化转型和高质量发展实践的支撑和引导。本文基于现阶段中国数字经济发展的基本特征和现实表现,从数字技术驱动、数据生产要素、实体经济与数字经济融合共生三个维度深入阐释数字经济内涵,比较数字经济理论与传统生产要素理论、消费理论、市场理论、货币理论和政策,并分析拓展数字经济的理论外延,探讨中国数字经济发展过程中出现的数实融合不足、信息安全危机、数字鸿沟等重大实践问题,增强对数字经济理论基础和演进逻辑的学理性认识,为数字经济健康发展提供逻辑基础和政策依据。

The digital economy is becoming a key force in restructuring global factor resources,reshaping global factor structures,and changing the global competitive landscape.It is urgent to form and develop distinctive digital economy theories that are in line with China's economic reality,and to enhance the support and guidance of economic theories for the digital transformation and high-quality development practices of the economy in the new stage of development.This article is based on the basic characteristics and practical manifestations of the current development of China's digital economy.It extracts three dimensions:digital technology driven,data production factors,and the integration and symbiosis of the real economy and the digital economy to deeply explain the connotation of the digital economy.It compares the theory of the digital economy with traditional production factor theory,consumption theory,market theory,monetary theory and policy,and analyzes and expands the theoretical extension of the digital economy,Exploring major practical issues such as insufficient integration of data and reality,information security,and digital divide in the development of China's digital economy,enhancing a rational understanding of the theoretical foundation and evolutionary logic of the digital economy,and providing a logical basis and policy basis for the healthy development of the digital economy.
