摘要
“双减”政策聚焦“立德树人”根本任务,直面中小学生作业负担和校外培训负担过重的难题。然而,现实中出现的政策执行难、监管难和考核难等困境,导致义务教育起点公平虚假化、过程公平虚伪化、结果公平隐性化。迫切需要精准落实“双减”政策执行标准,促进教育机会均等;严格规范政策监督管理,促进教育资源合理供给;科学创新政策考核评价,提高政策落实效率。
The“double reduction”policy focuses on the fundamental task of“cultivating morality and educating people”,fac‐es the problem of excessive homework burden and out-of-school training burden of primary and secondary school students.How‐ever,the dilemma of difficult policy implementation,supervision and assessment in reality has lead to the false equity of the start‐ing point of compulsory education,the hypocritical equity of the process and the hidden equity of the result.There is an urgent need to accurately implement the standards of the“double reduction”policy,so as to promote the equality of opportunity in educa‐tion,and strictly regulate the supervision and management of the policy to promote the reasonable supply of educational resourc‐es,scientifically innovate the policy assessment and evaluation to improve the efficiency of policy implementation.
