“双减”背景下中小学课后服务质量评价指标体系的构建--基于扎根理论的研究 被引量:2

Construction of Evaluation Index System for After-School Service Quality in Primary and Secondary Schools under the Background of“Double Reduction”--A Research Based on Grounded Theory

摘要 该研究以随机选取的45名中小学教师、学生、家长、学校管理者为研究对象,以45份访谈资料为基础,运用扎根理论的方法,建构出“双减”背景下中小学课后服务质量评价的指标体系。该指标体系包括“服务基础、服务过程、服务成效”3个一级指标,“服务经费、师资队伍、硬件设施、规章制度、服务内容、服务时间、服务形式、服务管理、服务监督、学生发展、各主体满意度、特色创新”12个二级指标,以及“政府补贴、经费收支标准”等31个三级指标,并采用层次分析法分析出各指标的权重。文章指出,运用该指标体系对中小学课后服务质量进行评价时,应坚持自我评价和他人评价相结合、质性评价和量化评价并用、现状评价与增值评价并存、过程评价与结果评价并重、普遍性与特殊性相结合的要求,以便对中小学课后服务质量进行全面、客观、科学的评价,切实提升课后服务质量。 This study randomly selected 45 primary and secondary school teachers,students,their parents and school ad‐ministrators as the research objects,and based on 45 interview materials,it has constructed the evaluation index system of afterschool service quality in primary and secondary schools under the background of“double reduction”from the perspective of grounded theory.This index system covers three first-level indicators,including service foundation,service process,and service effect;12 second-level indicators,incuding service funds,teaching staff,hardware facilities,rules and regulations,service con‐tent,service time,service form,service management,service supervision,student development,student satisfaction,and spe‐cial innovation;and 31 three-level indicators such as government subsidies and expenditure standards.The weight of each indi‐cator has been analyzed through analytic hierarchy process.This studdy points out that when using this index system to evaluate the after-school service quality of primary and secondary schools,it should adhere to the requirements of combining self-evalua‐tion and evaluation of others,combining qualitative evaluation and quantitative evaluation,allowing the coexistence of status eval‐uation and value-added evaluation,paying equal attention to process evaluation and result evaluation,and combining universali‐ty and particularity,so as to make a comprehensive,objective and scientific evaluation of after-school service quality of primary and secondary schools,and improve the quality of after-school services.
