国家大数据综合试验区对数字经济的影响研究--基于双重差分的实证分析

The Impact of the National Comprehensive Big Data Pilot Zone on Digital Economy:Evidence from Difference-in-Differences Approach

设立大数据试验区能够有效畅通数据资源的开放和共享,有助于提升数字技术创新水平,也为发展数字经济营造良好的氛围。采用2011—2020年我国31个省级面板数据,实证研究大数据试验区对数字经济的影响及其内在机理。研究结果表明,建立大数据试验区能够有效推进区域数字经济的发展,改善数字创新水平。异质性实证结果显示,大数据试验区对东部区域省份的数字经济推动效果要好于中西部地区,且该试点政策的跨区域试验区产生的政策协同效应要优于区域类试验区产生的政策针对效应。空间效应表明,大数据试验区对本区域和相邻区域数字经济发展都能够产生积极显著的空间溢出效应。在此基础上,提出完善网络基础设施、增加大数据试点数量和加强试验区协同发展的政策建议。

Establishing big data pilot zones can effectively facilitate the opening and sharing of data resources,enhance the level of digital technology innovation,and create a favorable atmosphere for the development of the digital economy.Therefore,using panel data from 31 provinces in China from 2011 to 2020,this study examines the impact of big data pilot zones on the digital economy and its internal mechanisms.The results show that establishing big data pilot zones can effectively promote the development of the regional digital economy and improve the level of digital innovation.Heterogeneity empirical results indicate that the big data pilot zones have a better effect on promoting the digital economy in the eastern provinces than in the central and western regions.Moreover,the policy synergy effect generated by the cross-regional pilot zones is superior to the policy targeting effect of regional pilot zones.Spatial effects indicate that big data pilot zones can produce positive and significant spatial spillover effects on the development of the digital economy in both the region itself and adjacent regions.Finally,policy suggestions are proposed to improve network infrastructure,increase the number of big data pilot projects,and strengthen the collaborative development of pilot zones.
