随着我国经济步入新发展阶段,构建国内国际双循环新发展格局已成为引领经济高质量发展的战略选择。针对我国高质量构建双循环新发展格局战略面临的多重关键性堵点,包括居民消费率偏低、双循环驱动力有待恢复、创新人才供给羸弱、关键核心技术领域瓶颈尚未突破、贸易保护主义抬头、高水平对外开放遭遇挑战、国内市场二重分割、封闭小循环现象尚存等,应加快完善创新人才引培机制、建设创新型国家,培育完整内需体系、激活国内消费潜力,推进“一带一路”和自贸区建设、畅通经济循环外部通道,立破并举加快建构国内统一大市场、筑牢市场一体化链条。

As China's economy enters a new stage of development,building a new pattern of domestic and international dual circulation development has become a strategic choice to lead high-quality economic development.In response to the multiple key obstacles faced by China's strategy of building a high-quality dual circulation new development pattern,including the low consumption rate of residents,the need to restore the driving force of the dual circulation,weak supply of innovative talents,the bottleneck in key core technology areas that have not yet been broken,the rise of trade protectionism,challenges in high-level opening up to the outside world,and the existence of dual segmentation and closed small circulation in the domestic market,we should accelerate the improvement of the mechanism for attracting and training innovative talents Build an innovative country,cultivate a complete domestic demand system,activate domestic consumption potential,promote the construction of the"the Belt and Road"and free trade zones,unblock the external channels of economic circulation,and speed up the construction of a unified domestic market and consolidate the market integration chain.
