Survey on the Current Situation of Hygiene Management of Secondary Water Supply Facilities in Hebei Province in 2022

目的:通过对2022年河北省二次供水卫生监督检查和监测结果的分析,了解二次供水设施的卫生管理情况和供水水质情况,为改善二次供水设施卫生安全现状和政府部门制定相应监督管理政策提供技术依据。方法:通过随机抽样的方法,每个设区市随机抽取4个县(区),每个县(区)随机抽取10个设施,不足10个的全部抽取。监督检查所有二次供水设施管理单位的供管水人员个人情况、卫生防护、周边卫生状况、储水设施清洗和消毒、出水水质自检工作的开展情况等内容,全部符合要求的判定为合格二次供水设施,有一项不符合要求即判定为不合格二次供水设施,同时以出水口处为采样点对出水水质情况进行现场快速检测。结果:不同地区二次供水设施管理单位的供管水人员个人情况、卫生防护、周边卫生状况、储水设施清洗和消毒、出水水质自检工作的开展情况存在差异。西部地区二次供水设施管理单位对供管水人员进行体检和培训情况,对储水设施进行清洗、消毒情况以及开展水质自检情况的合格率均高于东部地区、南部地区和北部地区(P<0.05);西部地区和东部地区的二次供水设施卫生防护以及周边卫生状况合格率高于南部地区和北部地区(P<0.05)。结论:二次供水管理单位的卫生管理问题突出。各级卫生健康部门应结合各地实际情况采取相应措施,加强二次供水卫生监督、巡查工作,保障居民饮水卫生安全。

Objective:By analyzing the results of the secondary water supply sanitation supervision and testing in Hebei province,understand the health management and the quality of the secondary water supply facilities and effluent,provide technical basis for improving the hygiene and safety status of secondary water supply facilities and formulating corresponding supervision and management policies for government departments.Method:Through the method of random sampling,four counties were randomly selected from each city,each county randomly selected 10 secondary water supply facilities,less than 10 of all extracted.Supervise and inspect the personal situation,hygiene protection,surrounding hygiene status,cleaning and disinfection of water storage facilities,and self inspection of effluent quality of all secondary water supply facility management units.Those that meet the requirements will be judged as qualified secondary water supply facilities,and those that do not meet the requirements will be judged as unqualified secondary water supply facilities.At the same time,the outlet is used as a sampling point to conduct on-site rapid detection of the water quality of the effluent.Result:There are differences in the personal situation,sanitary maintenance,surrounding sanitation,water storage equipment cleaning and disinfection level,and water quality self-inspection work of the water supply personnel of the secondary water supply units in different regions.The qualification rate of physical inspection and training for water supply personnel,cleaning and disinfection of water storage equipment and self-inspection of water quality were higher in the west region than in the eastern region,the southern region and the northern region(P<0.05);the qualification rate of sanitary protection and surrounding sanitation of the secondary water supply facilities in the west region and the eastern region were higher than that of the southern region and the northern region(P<0.05).Conclusion:The health management issues of the secondary water supply management unit are outstanding.The departments at all levels should take corresponding measures in light of the actual conditions of each locality,to strengthen the secondary water supply sanitation supervision and inspection work to ensure the safety of drinking water for residents.
