党的二十大报告中的领导干部本领思想与要求的新发展

The New Development of the Thought and Demand on Leading Cadre's Ability in the Report to the 20th National Congress of the CPC

为了实现中华民族伟大复兴的奋斗目标,习近平总书记在党的二十大报告中对干部的本领提出了新的要求:“增强干部推动高质量发展本领、服务群众本领、防范化解风险本领。加强干部斗争精神和斗争本领养成。”本文对党的二十大报告中提出的四种关键本领的概念内涵与外延进行深入分析;论证了四种本领对新时代干部本领思想的历史继承与创新发展;提出四种本领对于全面学习把握落实党的二十大精神、坚持初心使命、应对困难挑战有着至关重要的意义。结合党对干部队伍建设的要求和人力资源开发学的理论,提出领导干部应当通过坚定政治立场、学习重要思想、积累知识经验、实践斗争磨砺等方式持续增强四种本领。

In order to achieve the goal of“two hundred years”,General Secretary Xi Jinping put forward new requirements for cadres in his report to the 20th National Congress of the Communist Party of China.He points out that“leading cadres should become more capable of pursuing high-quality development,serving the people,and guarding against and defusing risks”,and“we will redouble our efforts to build the fighting spirit and ability of offi-cials”.This article analyses the connotation and extension of the“Four Abilities”in the report to the 20th National Congress of the CPC,which are the key abilities of leading cadres for the new era,new journey,new tasks and new problems.It is demonstrated that the“Four Abilities”are the key emphasis,inheritance and development of the cadresability theory with Chinese characteristics in the new era.It is of vital significance for the comprehensive learning and implementation of the spirit of the 20th National Congress,staying true to the Party's founding mission and dealing with difficulties and challenges.Combining the Party's requirements for cadres and the theory of human resources development,it is proposed that leading cadres should continuously enhance the“Four Abilities”through maintaining firm political stance,learning important theories,accumulating knowledge and experience,and carry-ing out major tasks.
