青岛市紧急医学救援基地建设管理实践与思考

Practice and reflection on the construction and management of Qingdao emergency medical rescue base

目的 探索分析青岛市紧急医学救援基地建设的成效与不足,为青岛市紧急医学救援基地建设提出建议。方法 通过对青岛市各级紧急医学救援基地进行实地调研,掌握并分析青岛市紧急医学救援基地建设的现状及问题。通过文献调研等方式,了解全国先进城市紧急医学救援基地建设的经验。结果 经调研发现青岛市紧急医学救援基地建设取得显著成效,但也存在应急救援队伍反应较慢等问题,需对标全国先进城市建设经验进一步提升与完善。结论 青岛市紧急医学救援基地应进一步加强应急队伍建设,进一步健全应急培训和演练机制,建立紧急医学救援基本物资装备标准化管理机制,推进紧急医学救援基地信息共享平台建设,构建陆海空立体化紧急医学救援体系,加强资金保障机制,进而推动青岛市医疗应急能力向着高质量、科学化、专业化、精准化方向发展。

Objective To explore and analyze the effectiveness and shortcomings of the construction of Qingdao emergency medical rescue base,and to put forward suggestions for the construction of Qingdao emergency medical rescue base.Methods The current situation and problems of emergency medical rescue base construction in Qingdao were analyzed through field investigation of emergency medical rescue bases at all levels.Through literature research and other methods,the experience of building emergency medical rescue bases in advanced cities in China was learned.Results The investigation found that the construction of emergency medical rescue base in Qingdao has achieved remarkable results,but there are also problems such as slow response of emergency rescue team.It is necessary to further improve the construction experience of national advanced cities.Conclusion Qingdao emergency medical rescue base should further strengthen the construction of emergency team,further improve the emergency training and exercise mechanism,establish the standardized management mechanism of emergency medical rescue basic materials and equipment,promote the construction of emergency medical rescue base information sharing platform,build a three-dimensional emergency medical rescue system on land,sea and air,and strengthen the fund guarantee mechanism.And then promote the development of Qingdao′s medical emergency response capacity in the direction of high quality,science,specialization and precision.
