生活圈视角下的社区生活便利度评价研究

Research on the Evaluation of Community Life Convenience from the Perspective of Life Circle

生活圈是城市居民日常出行范围对公共服务的基本需求,15分钟社区生活圈便利度是评价城市宜居程度的重要影响因素。本研究从生活圈视角出发,以合肥市二环为例,构建了覆盖八大类一级指标和22小类二级指标的15分钟社区生活圈便利度评价指标体系,引入设施覆盖率和达标率定量评价双重指标,分别对合肥市二环5、10、15分钟社区生活圈便利度进行测度。从15分钟社区生活圈评价结果来看,设施覆盖率上,合肥市二环内便利店、市场、药店、公交设施几乎覆盖全部小区,但购物中心、广场、电影院、养老院的覆盖率偏低,服务水平还有待进一步提高,设施达标率上,15分钟生活圈小区8项指标达标率均在90%以上,几乎所有小区在步行1公里范围内可达便利店、医疗、交通这三类设施,所有小区中8项指标平均达标7.7项。本研究提供了一种定量评价城市公共设施服务水平的方法,结果可以为指导城市未来生活圈公共服务设施的布局优化提供一定的参考。

The life circle is the basic demand for public services within the daily travel range of urban residents,and the convenience of the 15-minute community life circle is an important influencing factor in evaluating the livability of a city.From the perspective of the life circle,this study took the Second Ring Road of Hefei City as an example to construct a 15-minute community life circle convenience evaluation index system that covers eight major categories of first level indicators and 22 sub categories of second level indicators.The dual indicators of facility coverage and target rate quantitative evaluation were introduced to measure the convenience of the 5th,10th,and 15th minute community life circles of the Second Ring Road of Hefei City.According to the evaluation results of the 15-minute community life circle,in terms of facility coverage,convenience stores,markets,pharmacies,and public transportation facilities within the second ring road of Hefei City almost cover all residential areas,but the coverage of shopping centers,squares,cinemas,and nursing homes is low,and the service level needs to be further improved.In terms of facility compliance,the compliance rate of the eight indicators in the 15-minute life circle residential area is above 90%,Almost all communities can reach convenience stores,medical facilities,and transportation facilities within a walking distance of 1 km,with an average of 7.7 of the 8 indicators reaching the standard in all communities.This study provides a quantitative evaluation method for the service level of urban public facilities,and the results can provide a certain reference for guiding the layout optimization of public service facilities in urban life circles in the future.
