占用湿地所在地居民的生态福利应该得到尊重。居住地与湿地的距离、人口密度和人口布局等要素组合形成不同的湿地生态占补平衡模式,影响了居民的湿地生态福利水平,也影响了区域的生态结构平衡。与“占疏补密”相比,“占密补疏”模式对提升居民生态福利总量更为不利。与“占优补弱”相比,“占弱补优”模式对区域生态结构平衡更为不利。湿地占补平衡应是面积平衡和质量平衡基础上的生态影响力占补平衡。重建湿地的生态影响力是占用地居民生态福利得到保障的依据。重建湿地对占用地的生态影响力相当于占用湿地对占用地的生态影响力,是占用地居民生态福利平衡的基础。如果重建或恢复湿地对占用地的生态影响力无法达到占用湿地对占用地的生态影响力,为了保障占用地居民的生态福利,要严格控制占用湿地。
