摘要
以宁波市第二医院为例,介绍了该院卫生高级职称自主评聘评价体系,以及在卫生高级职称自主评价体系实践中的改革措施。将职业道德放在人才评价首位,重点围绕临床业务工作的数量和质量上,构建以临床业务量和技术能力为主导,结合成果代表作为辅的评价体系,形成“实践能力+工作实绩”为目标的人才评价机制,分类评价专业技术人才的临床实绩、教学能力和科研水平。通过实施成果代表作制度和职称“直通车”个性化评价标准,满足医院灵活精准的人才评聘战略需求。
Taking Ningbo No.2 Hospital as an example,the paper introduced its independent evaluation system for senior health professional titles,as well as its reform measures in practice.Professional ethics should be put first in the evaluation of talents,focusing on the quantity and quality of clinical business work,constructing an evaluation system dominated by clinical business volume and technical ability,supplemented by representative achievements,forming a talent evaluation mechanism with the goal of"practical ability+work performance",and evaluating the clinical performance,teaching ability and scientific research level of professional and technical talents by classification.Through the implementation of the representative achievement system and the personalized evaluation standard of"express"of professional titles,the flexible and accurate talent evaluation and recruitment strategy demand of the hospital can be met.
