扩大中等收入群体规模构筑橄榄型社会结构

Expanding the Scale of the Middle-income Group and Builel an Olive Shaped Sructure of income Distributiln

党的二十大报告提出了增加低收入者收入,扩大中等收入群体,并且使中等收入群体比重明显提高的目标,这表明中等收入群体对收入分配和促进共同富裕目标的实现具有重要意义。当前,由于收入分配制度不够健全、收入增长机制不完善以及经济增长压力大等因素,导致中等收入群体收入增速缓慢,群体本身不稳定,存在脆弱性与风险性。文章基于我国居民收入构成与社会收入分配制度的双重视角,探究扩大中等收入群体规模的影响因素,从完善分配政策、完善产权保护制度和税收制度、建立多元化帮扶机制和转化体系等方面提出对策,扩大中等收入群体规模,增强中等收入群体的稳定性,加快实现全体人民共同富裕的现代化。

The report of the Party's 20th National Congress put forward the goal of increasing the income of lowincome people,expanding the middle-income group,and significantly increasing the proportion of the middle-in⁃come group,which indicates that the middle-income group is of great significance for income distribution and pro⁃moting the achievement of the goal of common prosperity.Currently,due to inadequate income distribution systems,imperfect income growth mechanisms,and economic growth pressures,the income growth rate of middle-income groups is slow with the group size being unstable,where exist vulnerabilities and risks.This paper explores influenc⁃ing factors of expanding the size of middle-income groups from the dual perspectives of the income composition of residents and the social income distribution system in China,and puts forward countermeasures from improving the distribution policy system,property rights protection system and tax system,establishing diversified assistance mechanisms and transformation systems,etc.,so as to expand the size of middle-income groups,enhance the stabili⁃ty of middle-income groups,improve the income distribution system,and accelerate the realization of modernization of common prosperity for all people.
