公民社会政治态度如何影响环境意识?——基于公私视角下的分析

How Do Civil Society Political Attitudes Affect Environmental Awareness?:Analysis from Public⁃Private Perspective

为揭示环境意识何以在行为表现上与意识理念本身存在较大差异,从公私角度探讨我国公民的个人基本特征、社会政治态度对环境意识的影响,同时考察个人月收入水平在其中的调节作用。研究结果显示,在一定的社会经济条件下,公民关于自我生活状态评价和关于政府治理状况评价趋向相同时的两种状态,对环境意识的影响作用相反;在不同收入水平下,自我生活状态对环境意识的影响程度不同;公民生活质量的提高对其环境意识的影响是微弱的,在不触及“私人领域”的环境问题上,公民难以形成较高的环境意识。因此,未来政府可通过政策规范来培养积极公民的公共品格,使公民减少对公权力的依赖,以塑造其稳定的环境意识,并提高其参与环境治理的意愿。

In order to reveal why environmental awareness has great differences in behavior and conscious⁃ness concept itself,the influences of Chinese citizens’personal basic characteristics,social and political atti⁃tudes on environmental awareness was explored from the perspectives of public and private,and the regulatory role of individual monthly income levels in it was examined.The results show that under certain socioeconomic conditions,when citizens’evaluations of their own living conditions and government governance tend to be the same,their impact on environmental awareness is opposite;under different income levels,the impact of self-living status on environmental awareness is different;the improvement of citizens’quality of life has a weak impact on their environmental awareness,and it is difficult for citizens to form a high level of environmental awareness when it comes to environmental issues that do not touch the“private sphere”.There⁃fore,in the future,the government may consider to cultivate the publicity of active citizens through policy norms,reduce their dependence on public power,shape their stable environmental awareness,and promote their willingness to participate in environmental governance.
