典型母语非英语国家科技期刊出版现状及其对我国科技期刊发展的借鉴

Current situation of scientific journal publishing in typical non-English speaking countries and guidance to the development of scientific journals in China

【目的】在目前英语为主流科技语言,且世界知名科技期刊出版语种多为英语的大环境下,探讨我国科技期刊可能的发展策略。【方法】以当下我国的情况为标尺,从整体国家实力、地理位置、文化传统等方面考量,选取具有代表性的母语非英语的国家(如韩国、日本、法国、德国、俄罗斯等),通过文献资料调研,了解选定国家中科技期刊发展的现状,包括:科技期刊发展的简要进程,母语与英语科技期刊关键数据比较,近期配套政策情况、相应举措等。【结果】选取的国家在对待母语和英语科技期刊的态度和方法上存在差异,但国家内部都强烈希望支持母语科技期刊发展。【结论】我国有自己特殊的国情,通过政策引导,结合数字出版的优势,可高效地推进科技期刊发展,减少传统纸质出版条件带来的限制,发挥中、英文科技期刊的优势。

[Purposes]In the current environment,English is the mainstream language of science and technology,and most of the world-renowned scientific journals are published in English.Therefore,this paper explores the possible development strategies of scientific journals in China as a non-English speaking country.[Methods]Based on the current situation in China,various factors were considered such as overall national strength,geographical location,and cultural traditions,and representative non-English speaking countries(such as Republic of Korea,Japan,France,Germany,Russia,etc.)were selected.Through literature research,the current status of the development of scientific journals in these selected countries was understood,including a brief process of the development of scientific journals,a comparison of key data between native language scientific journals and English scientific journals,and recent supporting policies and corresponding measures.[Findings]There are differences in attitudes and methods towards native language and English scientific journals among the selected countries,but there are strong internal voices hoping to support the development of native language scientific journals.[Conclusions]China has its own unique national conditions.Through policy guidance and the advantages of digital publishing,the development of scientific journals can be efficiently promoted,reducing the limitations caused by traditional paper publishing conditions and leveraging the advantages of Chinese and English scientific journals.
