摘要
在公共政策执行过程中存在着政策文本与现实情境的割裂,知识再生产是弥合这种割裂的内在机制。政策执行过程的知识再生产能有效避免公共政策方案的执行梗阻、促进政策文本的情境化重构、提升公共政策的社会认同。公共政策执行过程的知识再生产蕴含着政策执行主体基于现实情境对政策问题的抽象认知和自创生过程,构建了政策文本与行动方案之间的满意关系。它是充满复杂性的矛盾运动过程,呈现“冲突与对抗”“、斗争与博弈”、“协商与合作”等阶段性矛盾运动过程。为形成知识再生产的驱动和聚合效应,需要强化知识的边际收益递增以提升再生产意识,重视知识再生产的优势积累效应以平衡利益纷争,主导再生产的多元主体协同以构建政策共识。
In the process of implementing public policies,there is a gap between policy texts and practical situations,and knowledge reproduction is the internal mechanism to bridge this gap.The knowledge regeneration capacity in the implementation process of public policies can effectively avoid obstacles in the implementation of public policy plans,promote situational reconstruction of policy plans,promote situational reconstruction of policy texts and enhance social identity of educational policies.The knowledge reproduction in the implementation process of public policies implies the abstract cognition and self-creation process of policy issues based on real-life situations by policy implementer,constructing a satisfactory relationship between policy texts and action plans.It is a complex process of contradictory movements,exhibiting phased characteristics such as“conflict and confrontation”“struggle and game”“negotiation and cooperation”.In order to form the driving and aggregation effects of knowledge reproduction,it is necessary to strengthen the increasing marginal returns of knowledge to enhance the awareness of reproduction,pay attention to the advantage accumulation effect of knowledge reproduction to balance interest disputes,and lead the coordination of multiple entities in reproduction to build policy consensus.
