摘要
联合国教科文组织是推动全球教师数字能力发展的重要领导者,其以引领数字时代的技术教育变革,履行公平、全纳、多元的价值追求,实现可持续发展目标与响应教育的国际合作作为推动教师数字能力发展的价值理念。在各类横向与纵向组织架构的支持下,联合国教科文组织形成了由教师数字基本能力、数字学习能力和数字教学能力三方面组成的教师数字能力发展框架。联合国教科文组织通过发布研究报告和战略规划、制定全球框架和标准工具、开展技能培训和经验分享、建立门户网站和数据库与促进国际合作等实践举措推动了教师数字能力发展的知识生产、树立了教师数字能力发展的国际标准、弥补了教师数字能力发展的数字鸿沟、增进了教师数字能力发展的国际视野。
The United Nations Educational,Scientific and Cultural Organization(UNESCO)is an important leader in promoting the development of global teacher digital capabilities.Its value philosophy is to lead the technological education revolution in the digital age,fulfill the pursuit of fairness,inclusiveness,and diversity,achieve sustainable development goals,and respond to international cooperation in education.With the support of various horizontal and vertical organizational infrastructures,UNESCO has formed a framework for the development of teachers'digital abilities,consisting of three aspects:basic digital abilities,digital learning abilities,and digital teaching abilities.UNESCO has promoted the knowledge production of teacher digital ability development through practical measures such as publishing research reports and strategic plans,developing global frameworks and standard tools,conducting skills training and experience sharing,establishing portal websites and databases,and promoting international cooperation.It has established international standards for teacher digital ability development,bridged the digital divide in teacher digital ability development,and enhanced the international perspective of teacher digital ability development.
