摘要
十一届三中全会以后,党和国家的工作重心转向社会主义现代化建设。然而,当时干部队伍出现年龄老化、青黄不接、机构臃肿、效率低下等问题,严重影响了改革开放和现代化建设事业的健康发展。选拔接班人,实行干部新老交替,成为摆在全党面前的一项紧迫而重要的任务,而老干部的“退出”成为解决干部队伍诸多问题的特殊钥匙。经过充分的酝酿,在已有干部退休、离休政策的基础上,1982年正式建立老干部退休制度。老干部退休制度在干部队伍建设中发挥了特殊而持久的作用,为干部新老交替提供了制度基础,为改革开放行稳致远提供了组织保证,为废除领导职务终身制提供了锐利武器。
After the Third Plenary Session of the 11th CPC Central Committee,the focus of the work of the Party and the country turned to socialist modernization.However,at that time,there were problems such as aging,lack of youth,bloated institutions,and low efficiency of cadres,which seriously affected the healthy development of reform and opening up and modernization.It was an urgent and important task for the whole Party to select successors and carry out the replacement of new and old cadres.The retirement of veteran cadres has become a special key to solve many problems in the cadre team.After sufficient brewing,on the basis of the existing cadre retirement policy,the retirement system of veteran cadres was formally established in 1982.The retirement system of veteran cadres has played a special and lasting role in the construction of the cadre team,providing an institutional basis for the replacement of new and old cadres,providing an organizational guarantee for the steady and long-term reform and opening up,and providing a sharp weapon for the abolition of the lifetime tenure system of leading posts.
