摘要
在管理重心下移和给予基层更多权力的背景下,北京市实施了将执法权力下沉基层的综合行政执法改革,取得成绩的同时也出现了一些问题。本文以J街道为研究对象,对其在改革中出现的职权使用率较低、缺乏强制性手段和人员积极性有限等问题,提出健全职权动态调整机制,提升基层业务能力,完善相关工作机制和建立保障激励机制的对策建议。
As a grassroots organ in urban management,the governance ability of streets is directly related to the operation of society.In the context of shifting the focus of management and giving more power to the grassroots level,Beijing Municipality has implemented a comprehensive administrative law enforcement reform that has brought law enforcement power to the grassroots level.Taking J Street as the research object,this paper investigates the problems of low utilization rate of authority,lack of coercive means and limited personnel enthusiasm in the reform,and investigates law enforcement data,interviews and surveys,and questionnaires,and believes that the reasons are mainly concentrated in four aspects:improper sinking of authority,limited human resources,low administrative efficiency,and insufficient personnel incentives,and then puts forward countermeasures and suggestions for improving the dynamic adjustment mechanism,improving grassroots business capabilities,improving relevant working mechanisms and establishing guarantee and incentive mechanisms.
