摘要
促进共同富裕需要建设教育强国,建设教育强国也有助于促进共同富裕,两者可统一为“教育共富”。这既是一个整体理念,又是一个系统互动过程。遵循这一行动逻辑,建设教育强国促进共同富裕需要应对教育资源分配不均、教育质量水平不高、教育和产业脱节等问题。对此,主要有四项应对措施:一是坚持公平为先,坚守教育共富的公平底线;二是信守质量为本,重点统筹推进基础教育、高等教育、职业教育高质量发展;三是完善教育投入,构建兼顾“渐增投入”与“重点投入”的教育共富投入机制;四是推动教育数字化转型,以增强教育共富的驱动力。在此基础上,可以系统地构建一体化的“三螺旋双循环”模式以推进教育共富。
To promote common prosperity requires the construction of education power,as well as the construction of education power is also conducive to the promotion of common prosperity,the two can be unified as"education co-prosperity".It is not only an overall concept,but also a systematic interaction process.Following this action logic,to build an education powerhouse and promote common prosperity,we need to deal with the uneven distribution of education resources,the low level of education quality,and the disconnect between education and industry.There are four main countermeasures.Firstly,adhere to fairness first,adhere to the bottom line of education equity and common prosperity.Secondly,put quality first and focus on promoting high-quality development of basic education,higher education and vocational education in a coordinated manner.Thirdly,to improve the investment in education and construct the mechanism of co-enriching the investment in education which takes into account both"increasing investment"and"key investment".Fourthly,to promote the digital transformation of education to enhance the driving force for shared prosperity in education.On this basis,the integrated"triple helix double cycle"model can be systematically constructed to promote education co-prosperity.
