粤港澳大湾区大学协同创新能力评价:基于四大湾区的比较研究 被引量:3

Evaluation of Collaborative Innovation Capabilities of Universities in Guangdong, Hong Kong and Macao Greater BayArea: A Comparison Based on the Four Major Bay Areas

摘要 产学研协同是区域创新的主要方式,大学是产学研协同创新的动力源,科学评价大学协同创新能力至关重要。本文基于三螺旋的分析框架,运用三螺旋信息法,通过SCI-E论文数据,建立四大湾区大学三螺旋协同创新能力衡量标准,刻画粤港澳大湾区大学协同创新能力的变化曲线。研究发现,加快大学集聚发展、扩大合作交流、制订战略协同、创新组织平台、稳定政策支持是四大湾区提升大学协同创新能力的基本经验。与东京湾区、纽约湾区和旧金山湾区相比较,粤港澳大湾区大学与政府的双边耦合度较强,大学与产业、政府与产业的双边和三边耦合度均较弱;2013-2022年粤港澳大湾区大学与政府的耦合度逐年下降,大学与产业、政府与产业的耦合度偏低且无明显变化,大学、产业、政府的三边耦合度变化呈不规则曲线,在2015年后变得愈为松散。为此建议:一是对标国际,加快差异化发展;二是引领协同,推动先导性发展;三是互通互融,实现共生共享;四是加快改革,促进内生优质。 University-Industry-Research Collaboration(UIRC)is the main way of regional innovation,and universities are the power source of University-Industry-Research Collaboration and Innovation(UIRCI),and it is crucial to scientifically evaluate the university collaborative innovation capability.Based on the analytical framework of triple helix,this paper applies the triple helix information method to establish the triple helix collaborative innovation capacity measure of universities in the four major bay areas through the data of SCI-E papers,and portrays the change curve of the collaborative innovation capacity of universities in Guangdong,Hong Kong and Macao Bay Area.It is found that increasing the rapid cluster development of universities,expanding cooperation and exchanges,formulating strategic synergies,innovating organizational platforms and stabilizing policy support are the basic experiences of the four major bay areas in enhancing the collaborative innovation capacity of universities.Compared with Tokyo Bay Area,New York Bay Area and San Francisco Bay Area,the bilateral coupling between universities and government in Guangdong,Hong Kong and Macao Greater Bay Area is stronger,and the bilateral and trilateral coupling between universities and industry,and government and industry are weaker;the coupling between universities and government in Guangdong,Hong Kong and Macao Greater Bay Area decreases year by year from 2013 to 2022,and the coupling between universities and industry,and government and industry is low and does not change significantly,and the government,industry,The change of the trilateral coupling degree of government,industry and university shows an irregular curve,and becomes more and more loose after 2015.To this end,it is suggested that,first,benchmarking against international standards,accelerating differentiated development;second,leading synergy,promoting pioneering development;third,interoperability and integration,realizing symbiosis and sharing;and fourth,accelerating reforms,promoting endogenous high quality.
