典型国家“双碳”目标实现路径解析及中国借鉴

Analysis of the Realization Path of the " Dual Carbon" Target in Typical Countries and China′s Reference

“双碳”目标的提出及推进对中国实现绿色低碳发展、建设人与自然和谐共生的社会主义现代化强国具有重要战略意义。为助力“双碳”目标实现,通过梳理低碳发展水平处于前列的欧盟、美国和日本等典型国家及地区在实现碳达峰时的阶段特征、“双碳”目标实现路径、量化分析影响典型国家和中国“双碳”目标实现进程的因素,剖析了中国“双碳”目标实现过程中在经济、产业、能源、城镇化等方面存在的问题,并从保障“双碳”目标和经济发展并行不悖、关注产业结构和能源结构调整以及“双碳”目标分解落实等方面提出了几点建议,以期为探求中国碳达峰、碳中和发展路径,平稳实现“双碳”目标提供理论支撑和现实依据。

The proposal and promotion of the"dual carbon"target has important strategic significance for China to realize green and low-carbon development and build a great modern socialist country with harmonious coexistence between man and nature.In order to help the realization of the"dual carbon"target,the paper sorted out the characteristics of the stage when realizing the carbon peak in typical countries and regions such as the European Union,the United States and Japan,which are at the forefront of low-carbon development level,and the path to achieve the"dual carbon"target,and quantitatively analyzed the factors affecting the realization process of the"dual carbon"target in typical countries and China.This paper analyzed the existing problems in economy,industry,energy and urbanization in the process of realizing China′s"dual carbon"target,and put forward several suggestions from the aspects of ensuring that the"dual carbon"target goes hand in hand with economic development,paying attention to the adjustment of industrial structure and energy structure,and the decomposition and implementation of"dual carbon"target,in order to provide theoretical support and practical basis for exploring China′s carbon peak and carbon neutrality development path,and achieving the"dual carbon"goals smoothly.
