多中心治理视域下行业协会乱象治理路径

Discussion on the Governance Path of Chaos of Industry Associations from the Perspective of Polycentric Governance

随着社会的发展与变革,公民对社会服务的需求日益增长。行业协会是我国现代化治理体系的重要组成部分,脱钩改革为行业协会的发展提供了契机,但在实践应用中,行业协会依然存在种种乱象,严重影响市场活力,规范行业协会行为日益迫切。以多中心治理理论为基础,探讨行业协会在开展中存在的问题,发现行业协会在资源获取、自身定位、人才队伍建设方面存在不足,并从中心治理理论出发针对行业协会的自身特点提出具体的治理与发展路径。

With the development and change of society,citizens’demand for social services is also increasing,industry associations are an important part of China’s modern governance system,decoupling reform provides opportunities and support for the development of industry associations,but in practical application,industry associations still have various chaos,seriously affecting the development of market vitality.It is becoming increasingly urgent to regulate the behavior of industry associations.Based on the theory of polycentric governance,the problems existing in the development of industry associations are discussed,and the deficiencies in resource acquisition,self-positioning and talent team construction of industry associations are found,and suggestions for improvement are put forward for the characteristics of industry associations from the multi-subject dimension.
