碳交易市场支持“双碳”目标的实现路径研究

Research on the Realization Path of the “Dual Carbon” GoalSupported by the Carbon Trading Market

碳排放权交易是运用市场机制控制和减少温室气体排放、推动绿色低碳发展的重大创新,是我国实现碳达峰、碳中和目标的重要举措。我国碳交易市场发展迅速,但仍存在碳市场流动性不足、碳价格发现功能有待加强、碳市场制度体系亟待完善、碳市场金融化程度较低等问题,未能充分发挥减排效应。对此,提出碳市场支持“双碳”目标实现的路径,主要包括完善碳市场运行机制、建立灵活的碳定价机制、健全碳市场相关制度体系建设以及推动碳金融建设发展。

Carbon emissions trading is a major innovation in using market mechanism to control and reduce greenhouse gas emissions and promote green and low-carbon development,and it is an important measure for China to achieve the goal of carbon peaking and carbon neutrality.China’s carbon trading market is developing rapidly,but there are still problems such as insufficient liquidity of the carbon market,the function of carbon price discovery needs to be strengthened,urgent improvement of the carbon market system,and the degree of fictionalization of the carbon market is low,which fail to give full play to the emission reduction effect.In this regard,the path of carbon market to support the realization of“dual carbon”goals is proposed,which mainly includes improving the operation mechanism of carbon market,establishing a flexible carbon pricing mechanism,improving the construction of carbon market-related institutional system and promoting the construction and development of carbon finance.
