Regional Cooperation in the South China Sea and the Arctic:Lessons to Be Learned?

This essay explores the potential for lessons to be learned from the development of cooperative arrangements for ocean governance in two different marine regions,the Arctic and the South China Sea,through a three part analysis.First,the regional governance initiatives relevant to the South China Sea,with a focus on those relevant to marine environmental protection,are reviewed.The second section discusses the evolution of regional cooperation in the Arctic from the Arctic Environmental Protection Strategy in 1991 to the Arctic Council and its close to 15 years of activities.Drawing upon the two regional experiences,the final section suggests lessons that may be learned not only for the SCS region from the Arctic but also more general lessons in regional ocean governance.
