摘要
良好的土地储备融资制度是土地储备制度运行的前提。我国现存的土地储备机构的融资方式主要有:财政拨款、银行贷款、储备土地收益、信托计划、土地债券。其中,银行贷款是最主要的融资方式。土地储备机构就储备土地并不享有土地使用权,以所储土地抵押贷款不符合法律的规定。土地储备制度运转需要的资金包括启动资金和运行资金,启动资金可以通过设立土地基金的途径解决,储备土地前期开发的市场化模式可以有效解决运行资金问题。
A benign land financing system is the precondition of land banking.The modes of land financing in our country are consist of financial allocation,mortgage loan,profit of land leasing,trusted plan and land bond,but mortgage loan is the most important financing mode.Actually,land banking agency does not have land-use right of reserved land,mortgage loan is not comfort to the provisions of Property Law.The fund needed for land banking contain initiating capital and operating capital.The former can be resolved by the setting of land fund and the latter can be out of question in the process of marketing development of reserved land.
