The Effects of the Special Administrative Region System on Domestic Relations

特别行政区制度的建立和实行,使得中国的内部客观上存在着资本主义和社会主义两种制度。虽然特别行政区实行的资本主义制度不会从根本上动摇内地的社会主义制度的根基,但对国内关系的处理上会产生一定的影响,从积极的方面看,有助于改变中央对地方的绝对控制关系,使地方的自主性程度得到提高;也有助于在处理中央和地方关系的方式上向法治化的方向转变。与此同时,也应注意到其消极的影响,如对不同的行政区域采取的差别化对待态度会造成社会大众在对社会主义制度优越性的认同上发生困惑等,需要我们去认真对待,尤其是需要通过健全社会主义民主制度去加以化解。

The establishment of Special Administrative Region makes China a country with two different political institutions,socialism and capitalism.Although the capitalistic institution adopted by the Special Administrative Region will not waver the ground of socialism in China's Mainland,it still casts some effects on dealing with domestic relations.On the positive side,it weakens the central government's absolute control of local governments,promotes the autonomy of local governments and reinforces the trend of ruling by law in the relationship between the central government and the local ones.Meanwhile,we should notice that it still has some negative effects,such as the confusion it may cause among the public about the superiority of socialism.We need to deal with these problems seriously and solve them by enhancing democracy in a socialist country.
