高校科研实验室安全管理联动机制探索

摘要 以创新为显著特征的高校科研实验室,具有人员流动频繁、研究问题多样、研究方法多变等特点。这些特点不仅增加了实验室安全隐患,而且给实验室安全管理带来极大挑战。针对此现实,本文提出了高校科研实验室安全管理联动机制,并配合此机制的有效实施,提出了建立专职实验室安全员队伍、多层次的实验室安全教育与准入体系、实验室安全信息化管理体系、实验室安全违规惩戒制度体系,为针对性破解高校科研实验室安全管理的“痛点、堵点、难点”提供可借鉴和可操作的有效策略。 Scientific research laboratories in university being innovative have the characteristics including frequency in personnel transfer,diversity in research problems and volatility in research methods.These characteristics not only increase the laboratory safety risks,but also bring great challenges to the laboratory safety management.In view of this reality,proposing a multiunit-joint execution mechanism of the safety management in scientific research laboratories of colleges and universities.To effectively implement this mechanism,the teams of full-time laboratory safety officers,multi-level laboratory safety educations and admittance systems,information management system of laboratory safety,the punishment system of violating rules in laboratory safety,should be constructed.This mechanism provides useful and operable effective strategies to solve the“pain points,blocking points and thorny points”in the safety management of scientific research laboratories in university.
