摘要
为了促进大型仪器开放共享水平,提高资源配置决策能力,对大型仪器共享绩效评价。评价指标主要包括仪器设备资产总值、实验技术人员、日常管理、年使用机时、科研成果,根据实际情况,区分投入指标和产出指标。按照部分日常报表完善指标数据值。运用数据包络分析方法,建立评价步骤,从技术效益、综合效益、规模效益、DEA有效性、投入冗余率和产出不足率等方面综合分析,运用Python语言实现数据包络法的计算部分,得出结果后,分析评价决策单元的投入产出情况,由分析得出各评价单元在结构上的不足情况,方便具体分析原因和提出优化方案,从而指导后期决策。数据包络法是一个客观、简洁的评价方法,通过该方法,将繁多的数据以经济学概念,得出实物投入产出对比,是大型仪器开放共享成效评价的有效手段。
To promote the open sharing level of large instruments,improve the decision-making ability of resource allocation,and evaluate the performance of sharing large instruments.Evaluation indicators mainly include the total asset value of instruments and equipment,experimental technicians,daily management,annual use of machine hours,scientific research results,according to the actual situation,distinguish between input indicators and output indicators.Improve the indicator data values according to some daily reports.Using the data envelopment analysis method,establish the evaluation step,from the technical benefits,comprehensive benefits,scale benefits,DEA effectiveness,input redundancy rate and output shortage rate and other aspects of comprehensive analysis,the use of Python language to achieve the calculation part of the data packet network method,after the results,analyze the input and output of the evaluation decision-making unit,from the analysis to derive the structural deficiencies of each evaluation unit,convenient for specific analysis of the reasons and propose optimization programs,so as to guide the later decision-making.The data packet network method is an objective and concise evaluation method,through which a large number of data are used as economic concepts to draw a comparison of physical inputs and outputs,which is an effective means for large-scale instruments to open and share effectiveness evaluation.
