基于农民需求视角的村务公开信息供给问题研究

Research on the Information Supply for Disclosure of Village Affairs from the Perspective of Farmers Demand

立足于农民信息贫困、信息不对称、农民需求信息得不到有效供给等问题,基于农民需求视角分析村务公开信息供给问题。首先,明确农民是具有经济理性、社会理性与生存理性的个体,村务公开信息应遵循供需平衡理论,村务公开过程实质上是一个信息传播的过程。其次,在供给需求理论基础上进行村务公开信息的供给侧、传播侧与需求侧的现状分析。最后,探索出村务公开信息供需平衡的发展路径,提出以农民需求为导向,细分集群,构建“村委会—村小组—集群代表”的多级村务公开信息供给模式,动态掌握农民多媒体使用频率,选取合适的信息公开媒介,实行稳定与灵活相结合的村务公开信息供给方式,以期实现高效村务公开信息供给,满足更多农民的村务公开信息需求。

Based on the problems of farmers information poverty,information asymmetry and the lack of effective supply of information demanded by farmers,this paper analyzes the information supply for disclosure of village affairs from the perspective of farmers demand.First,it is clear that farmers are individuals with economic,social and survival rationality.The disclosure of village affairs information should follow the theory of supply-demand balance.The process of village affairs disclosure is actually a process of information dissemination.Second,the paper analyzes the supply side,dissemination side and demand side of the disclosure of village affairs information based on the supply and demand theory.Finally,the paper explores the development path of the balance between supply and demand of the disclosure of village affairs information,and proposes to subdivide the cluster based on the demand of farmers;suggestions are proposed,including constructing a multi-level information supply mode for disclosure of village affairs of“village committee-village group-cluster representative”,dynamically grasping the frequency of farmers multimedia use,selecting appropriate information disclosure media,and implementing a stable and flexible information supply mode for disclosure of village affairs so as to achieve efficient information supply for disclosure of village affairs and meet the needs of more farmers.
