北京市属医院大型设备划分及处置标准研究

Research on the classification and disposal standards for large-scale equipment in Beijing municipal hospitals

目的:聚焦北京市公立医院大型设备管理的现状和痛点,明确大型设备的界定标准,并制定大型设备的处置标准和指标。方法:综合应用文献分析法、专家咨询法及问卷调查法来确定大型设备划分及处置标准。结果:通过设置金额界限界定大型设备的标准,即市属医院大型设备界定为价格在200万元以上的单台或成套仪器、设备。综合考虑使用年限、服务量、维保费用与购置更新设备占比、技术指标精度、最低使用年限等指标,对大型设备处置提出细化、量化的标准。结论:市属医院大型设备处置标准的确立,能够防止国有资产流失和促进国有资产保值增值,有利于政府部门资产处置审批的风险管控,便于医院优化重点资产的处置效率和资产更新。同时,推进标准的有效落地,关键在于培养一支熟悉标准、认同标准、能力过硬的资产管理队伍。

Objective:To focus on the current situation and pain points of large-scale equipment management in public hospitals in Beijing,clarify the definition standards for large-scale equipment,and develop disposal standards and indicators for large-scale equipment.Methods:Comprehensive application of literature analysis,expert consultation,and questionnaire survey methods to determine the standards for the classification and disposal of large-scale equipment.Results:By setting a threshold for the amount of money,the standard for defining large-scale equipment in municipal hospitals was proposed,which includes single or complete sets of instruments and equipment priced at over 2 million yuan.Taking into account indicators such as service life,service volume,maintenance costs,the proportion of purchased and updated equipment,the accuracy of technical indicators,and minimum service life,a detailed and quantitative standard is proposed for the disposal of large-scale equipment.Conclusion:The establishment of standards for the disposal of large-scale equipment in municipal hospitals can prevent the loss of state-owned assets and promote the preservation and appreciation of state-owned assets,which is conducive to risk control of government asset disposal approval,and facilitates the efficiency of hospital key asset disposal and asset renewal.At the same time,the key to promoting the effective implementation of standards lies in cultivating an asset management team that is familiar with standards,agrees with standards,and has strong capabilities.
