公立医院党建与业务融合评价指标体系构建研究

Construction of the evaluation index system of Party building and professional work integration in public hospitals

目的:构建指标体系,健全公立医院党建与业务融合考核评价机制,科学评价、持续改进公立医院党建与业务融合效果。方法:通过文献分析法初步构建评价指标集,分别运用德尔菲法和层次分析法,进行3轮专家咨询,构建公立医院党建与业务融合评价指标体系,进行权重赋值。结果:形成公立医院党建与业务融合评价指标体系,包括6个一级指标、15个二级指标和28个三级指标。其中,一级指标及相应权重系数为“党的领导作用”(0.374 6)、“思想政治建设情况”(0.162 8)、“组织体系建设情况”(0.185 8)、“作风和纪律建设情况”(0.129 3)、“党支部规范化建设情况”(0.084 1)和“党支部参与科室管理情况”(0.063 4)。结论:本研究建立的指标体系可为评价公立医院党建与业务融合工作提供科学可行的工具与参考。

Objective:Constructing an index system,improving the assessment and evaluation mechanism for the integration of Party building and business in public hospitals,and scientifically evaluating and continuously improving the effects of the integration of Party building and business in public hospitals.Methods:The evaluation index set was initially constructed through the literature analysis method,and the Delphi method and hierarchical analysis method were applied respectively,and three rounds of expert consultation were conducted to construct the evaluation index system for the integration of Party building and business in public hospitals,and the weights were assigned.Results:An evaluation index system for the integration of Party building and business in public hospitals has been formed,including 6 first-level indicators,15 second-level indicators,and 28 third-level indicators.Among them,the first-level indicators and their corresponding weighting coefficients are“Party’s leading role”(0.3746),“ideological and political work”(0.1628),“organization system construction”(0.1858),“style and discipline construction”(0.1293),“Party branch committee construction”(0.0841),“status of Party branch committee taking part in department management”(0.0634).Conclusion:The index system established in this study can provide a scientific and feasible tool and reference for evaluating the integration of Party building and business in public hospitals.
