Research Report on"Scientific and Technological Innovation to Promote the High-quality Development of Equipment Manufacturing"

为贯彻中共二十大和习近平总书记关于振兴东北、推动我国装备制造业高质量发展系列讲话的精神,致公党中央组成调研组于2023年7月初就科技创新推动我国装备制造业高质量发展所面临的现状、存在的问题等情况赴辽宁沈阳和大连开展调研。调研发现,辽宁装备制造业产品门类齐全,重大技术装备基础雄厚,通过建设重大创新平台、组织关键技术攻关、培育创新型企业等措施,科技创新能力不断提升,但也存在着自主创新能力不足,核心技术对外依存度较高,成果转化应用不足,技能人才供给不足,高端人才引进难、留不住,首台套产品推广应用难等问题。为此,调研组建议:高度重视当前所面临的“卡脖子”挑战,优化战略设计,推进重点突破;发挥集群效应,统筹布局一批区域性科创中心和创新平台;提升国家科技创新体系,强化科学技术基础研究,促进多主体联动和分工合作;加大首台套重大技术装备研发支持力度;持续激励和加强创新人才队伍建设。

In order to follow the spirit of a series ofspeeches of the 20th CPC National Congress and President Xi Jinping on revitalizing Northeast China and promoting the high-quality development of China's equipment manufacturing.In early July of 2023,the research group from Central Committee of China Zhigong Party went to Shenyang and Dalian,to conduct researches on the status quo and existing problems faced by scientific and technological in-novation in promoting the high-quality development of equipment manufacturing.The research found that equipment manufacturing in Liaoning province has a complete range of products and a solid foundation of major technology and equipment.Through the construction of major innovation platforms,the organization of key technology research,and the cultivation of innovative enterprises,the scientific and technological innovation abilities have been continu-ously improved,but there are also problems,like insufficient independent innovation abilities,high dependence on external core technologies,insufficient transformation and application of achievements,and insufficient supply of skilled personnel.The introduction of high-end talents is difficult,unable to retain,and the first set of products is difficult to promote and apply.To this end,the research group suggests that we should attach great importance to the current"stuck neck"challenge,optimize the strategic design,and promote key breakthroughs;we need to give full play to the cluster effect,and coordinate the layout of a number of regional science and innovation centers and innovation platforms;we will improve the national system for scientific and technological innovation,strengthen basic research in science and technology,and promote multi-stakeholder interaction and division of labor coopera-tion;We should ncrease support for the research and development of the first set of major technical equipment and continue to encourage and strengthen the construction of innovative talents.
