致公党中央2023年10月对口安徽省开展长江生态环境保护民主监督工作调研报告

The Investigation Report on Paired Democratic Supervision of Environmental Protection the Yangtze River between China Zhi Gong Party and Anhui Province in October,2023

为做好长江生态环境保护民主监督工作,10月下旬,致公党中央成立调研组前往安徽省安庆市、池州市和芜湖市开展“致公党中央对口安徽省开展长江生态环境保护民主监督工作”调研,并在合肥市召开座谈会。调研了解到,安徽省近年来认真贯彻落实中共中央决策部署,坚持生态优先、绿色发展,系统开展长江水污染及岸线综合治理,统筹落实生态修复、加快推动新旧动能转换、着力推进科技创新赋能高质量发展,长江生态保护工作取得显著成效。但还存在重点领域环境治理工作依然繁重、生态保护修复任务还很艰巨、绿色发展仍需进一步推进等问题。建议安徽省下一步:持续强化长江大保护意识和使命担当,以习近平生态文明思想统领水清岸绿产业优的美丽(安徽)长江经济带建设工作;深入推进城镇、工业、船舶港口环境保卫战,持续改善长江生态环境质量;着力开展长江流域涉水空间的保护修复,实现人与自然和谐发展;不断完善环境风险应急管理体系,牢牢守住环境安全底线;大力推动高水平环保,实现生态环境保护与经济高质量发展协同推进;做好绿色发展社会动员,不断推动环保成果、共识、行动的良性循环。

In order to do a good job of democratic supervision of the environmental protection of the Yangtze River,in late October,the Central Committee of the Zhigong Party set up a research group to go to Anqing,Chizhou and Wuhu in Anhui Province to carry out an investigation of"Paired Democratic Supervision of Environ-mental Protection the Yangtze River between China Zhi Gong Party and Anhui Province,and held a symposium in Hefei.According to the research,in recent years,Anhui Province has earnestly implemented the decision and de-ployment of the Central Committee of the Communist Party of China,adhered to ecological priority and green devel-opment,systematically carried out comprehensive treatment of water pollution and the coastline of the Yangtze Riv-er,coordinated the implementation of ecological restoration,accelerated the transformation of old and new momen-tum,and focused on promoting scientific and technological innovation to enable high-quality development,and a-chieved remarkable results in ecological protection of the Yangtze River.However,there are still problems in key areas such as in environmental governance,ecological protection and restoration,and green development.W advise Anhui Province to:continuously strengthen the awareness and mission of protecting the Yangtze River and the con-struction work of beautiful(Anhui)Yangtze River Economic belt featured with"clear water,green bank and excel-lent industry under the leadership of President Xi Jinping's ecological civilization thought;promote environmental protection in cities and towns,industries,and ship ports,and continue to improve the ecological and environmental quality of the Yangtze River;make efforts to protect and restore the wading space in the Yangtze River Basin to a-chieve harmonious development between people and nature;constantly improve the environmental risk emergency management system and firmly hold the bottom line of environmental safety;vigorously promote high-level environmental protection and realize coordinated progress between ecological and environmental protection and high-quality economic development;do a good job in social mobilization for green development,and constantly promote a virtuous cycle among the achievements,consensus and actions of environmental protection.
