The Construction of Social Security Governance Community in the New Era:Logical Necessity,Realistic Predicament and Practical Approach

构建社会治安治理共同体既符合治安治理模式实践变迁的历史逻辑,也是对新时代新安全格局的呼应。治安治理共同体作为“有机体”,不仅需要多元主体的协同行动,更强调多元主体的“共同体意识”。就此而言,当前存在着以下构建困境:一是一些非公安政府职能主体的共识尚未完全形成;二是共同体精神的培育与养成缺乏制度与规范;三是社会公众行动参与不足。作为一项复杂的、系统的治理实践,治安治理共同体构建的进路包括:坚持党的领导,为共同体构建提供方向引领;强化立法立规,为共同体构建提供强约束;落实激励机制,为共同体构建提供常态化保障;培育社区参与,为共同体构建提供实践场域。

The construction of social security governance community is not only in line with the historical logic of the practical change of security governance model,but also echoes the new security pattern in the new era.As an "organism",the public security governance community not only needs the coordinated action of multiple subjects,but also emphasizes the "community consciousness" of multiple subjects.In this regard,there are the following construction difficulties:first,the consensus of some non-public security government functional subjects has not been fully formed;Second,the cultivation of community spirit lacks system and standard;Third,there is insufficient public participation in action.As a complex and systematic governance practice,the approaches of building the public security governance community include:continue the leadership of the party to provide direction for the community;Strengthen legislation and regulations to provide strong constraints for community construction;Implement incentive mechanism to provide regular guarantee for community construction;Cultivate community participation and provide practice field for community construction.
