微警务创新属性、扩散过程与发展进路研究——基于创新扩散理论视角

Research on Innovation Attribute,Diffusion Process and Development Path of Micro-policing:A Perspective of Innovation Diffusion Theory

数字技术的快速发展推动了平台与公安工作的融合,微警务即是技术赋能公安工作的创新模式。微警务的创新扩散研究是深入推进数字平台与公安工作融合的关键,创新扩散理论为微警务产生到广泛应用提供了一个有力的理论框架与解释模型:微警务在相对优势、相容性、复杂性、可试性和可观察性5个方面具有其独特的创新属性;微警务创新扩散脉络遵循“S”型曲线。为进一步推动微警务赋能新时代公安工作数字化转型,建议从创新“五大属性”“创新—决策”、社会系统等多维视角推动微警务再创新、再扩散。

The rapid development of digital technology promotes the integration of technology and public security work.Micro-policing is an innovative mode of technology-enabled public security work.The innovation diffusion of micro-policing is the key to promote the integration of technology and public security work,and innovation diffusion theory provides a powerful theoretical framework and explanatory model for the emergence and wide application of micro-policing:micro-policing has its unique innovation attributes in relative advantage,compatibility,complexity,testability and observability;The three stages of micro-policing innovation diffusion show that its innovation diffusion venation follows innovation diffusion theory “S” curve.In order to further promote the digital transformation of micro-police in the new era,it is suggested to promote the development of micro-police from the perspectives of “Five attributes”,“Innovation——decision-making” and social system.
