中国地震局昆明地震预报研究所党建与科研互融互促探索

摘要 推进科研院所党建与科研深度融合,是加强党对科技事业的全面领导、提升科研院所党建工作实效、促进科研院所治理体系和治理能力现代化的有效抓手。文章以中国地震局昆明地震预报研究所为例,梳理了该研究所的发展历程以及推进党建与科研融合的进展、成效及面临的问题,结合文献阅读、交流座谈、调查问卷等方式,从推进党建与科研融合路径,如强化思想文化意识形态建设、强化政治功能、坚持党管人才、在重大项目中强化组织建设、抓党风廉政建设促进学风研风、弘扬科学家精神、提高兼职党务干部履职能力等7个方面浅谈认识和思考。 Promoting the deep integration of Party building and scientific research in research institutes is an effective measure to strengthen the Party’s comprehensive leadership over the scientific and technological undertakings,improve the effectiveness of Party building in research institutes,and advance the modernization of the governance system and capacity of research institutes.This paper takes the Kunming Institute of Earthquake Prediction,China Earthquake Administration(KIEP,CEA)as an example,reviews the development history of the KIEP,CEA,as well as the progress,achievements and problems faced in promoting the integration of Party building and scientific research.Combining literature reading,exchange discussions,questionnaires and other methods,the paper presents understandings and reflections from the path of promoting the integration of Party building and scientific research,such as strengthening ideological and cultural construction,strengthening political functions,adhering to the Party’s management of talents,strengthening organizational construction in major projects,improving the styles and standards of academic and research by the Party’s clean government construction,carrying forward the spirit of scientists,and improving the ability of part-time party cadres to perform their duties.
