基础教育进入高质量发展新阶段。基础教育高质量发展具有自身独特的、丰富的内涵,是以办好人民满意的教育与促进人的全面发展为根本宗旨的、涉及发展方式和发展动能优化等多维整体性的发展。区域基础教育高质量发展必须着眼于破解应试教育难题,培育发展新动能,包括深化考试命题改革、教学质量评价改革、教研研发、教师培训等牵引型动能,以及良好家庭学校社会关系、数字化教育等生态动能;并以教育教学体系变革为核心,推动实现制度型治理与牵引式治理并重的教育治理现代化。

Basic education has entered a new stage of high-quality development which is of unique and rich contents.It is a multidimensional and holistic development that aims to run education satisfying the people and promoting al-round development of human being,involving multidimensional and holistic features,such as the optimization of development mode and momentum.High-quality development of regional basic education should focus on solving the difficulties of exam-oriented education,fostering new growth drivers,including the traction power such as deepening reform of examination,teaching quality evaluation,teaching research and development,teachers training,and the ecological kinetic energy such as good family-school-society relationship,and digital education ecology;it should also take education system reform as the core,so as to promote the the modernization system of education governance which lays equal stress on institutional governance and traction governance.
