数字中国视域下公民数字素养培育的困境与出路

The Dilemma and Outlet of Citizens'Digital Literacy Cultivation from the Perspective of Digital China

数字化生存成了数字时代人们的生存方式,因而数字素养就必然成为数字时代人们应具备的基本素养。数字中国建设对公民数字素养提出了新的要求,即公民不仅要具有“数字意识”、学会“数字思维”、掌握“数字运用能力”,而且还要遵循“数字伦理”。尽管如此,公民数字素养培育并没有受到充分重视。在实际的培养中存在公民对数字素养培育重要性认识不足、公民数字素养培育缺少顶层设计和具体规划以及理论研究和实践探索的欠缺等问题和困境。因而,要推进数字中国建设,走出公民数字素养培育的困境,必须加强理论研究和实践探索。在理论研究层面,要积极唤醒公民对数字素养重要性的认识,积极推动公民数字素养培育标准和培育内容的研制;在实践探索层面,要加强顶层设计,积极探索构建具有中国特色的公民数字素养培育模式和课程教学体系。

Digital survival has become people's survival mode in the digital age,making digital literacy an essential quality in the digital age.The construction of digital China introduces new requirements for digital literacy of citizens,that is,they are expected not only to possess"digital awareness",acquire"digital thinking"and master"digital application ability",but also to adhere to"digital ethics".However,the cultivation of digital literacy of citizens has not received sufficient attention.In the actual cultivation process,there are some problems and dilemmas such as the lack of citizens'understanding of the importance of digital literacy cultivation,the absence of the top-level design and specific planning,and the lack of theoretical research and practical exploration.Accordingly,to advance the construction of digital China and overcome these challenges in digital literacy cultivation,it is imperative to strengthen theoretical research and practical exploration.At the level of theoretical research,citizens'awareness of the importance of digital literacy should be actively aroused,and standards and contents of citizens'digital literacy cultivation should be actively developed.At the level of practical exploration,there is a need to strengthen the top-level design and actively explore the cultivation model and curriculum teaching system of citizens"digital literacy with Chinese characteristics.
