公共数字文化治理政策量化研究

A Quantitative Research on Public Digital Culture Governance Policy

公共数字文化治理是促进公共数字文化事业建设、推进国家治理体系和治理能力现代化的有效手段。分析公共数字文化治理政策能够完善政策设计、赋能公共数字文化治理。文章构建“政策工具-参与主体”二维分析框架,对我国公共数字文化治理政策进行分析。分析结果表明,目前我国公共数字文化治理仍然存在政策缺乏规范性和政策合力、政策工具结构不均衡、主体参与失衡问题。为改善上述问题理应推进立法工作,凝聚政策合力;结合不同类型政策工具的特点,优化政策工具结构;鼓励社会力量参与治理。

The governance of public digital culture is an effective means to promote the construction of public digital culture and promote the modernization of national governance systems and governance capabilities.The analysis of public digital culture governance policies can improve policy design and empower public digital culture governance.This article constructs a two-dimensional analysis framework of“policy tools participants”to analyze China's policies of public digital culture governance.The analysis results indicate that there is still a lack of standardization and policy synergy in the design of public digital culture governance policies in China,as well as an imbalance in the layout of policy tools and subject participation.To improve the above issues,it is necessary to promote legislative work and gather policy synergy,optimize the structure of policy tools based on the characteristics of different types of policy tools;and encourage social forces to participate in governance.
