国家现代化进程中数字沟通与共识构建的中国问题研究

Digital Communication and Consensus Building in the Process of China's Modernization

中国国家现代化进程的当下坐标是继之前已经实现的“四个现代化”之后的国家治理体系与治理能力现代化;数字化是深度媒介化时代社会沟通的技术特征;共识构建是中国式现代化所关注的核心议题。本文就国家治理现代化框架下的数字沟通与共识构建的关系结构展开讨论,锚定“可沟通性治理现代化”这一共识构建问题的关键环节,形成分析这一“中国问题”的“五维”分析框架:(1)何种共识?(2)何处共识?(3)如何共识?(4)与谁共识?(5)以何共识?在此基础上,本文提出了国家治理现代化进程中数字沟通与共识构建的中国路径。

The current focus of China's modernization process lies in the modernization of the national governance system and capabilities after the achievement of the "Four Modernizations".Digitization represents a key technological characteristic of social communication in the era of deep-mediatization.Consensus building is also a central issue in the Chinese context of modernization.This study discusses the structural relationship between digital communication and consensus building within the framework of national governance modernization.Anchoring on the crucial aspect of "communicability in modern governance".This study establishes a "five-dimensional" framework for analyzing the "Chinese issue":(1) What kind of consensus?(2) What is the consensus about?(3) How to achieve consensus?(4) With whom is consensus built?(5) Based on what consensus? Building upon this frame,this paper proposes the Chinese trajectory of digital communication and consensus building in the national governance modernization process.
