元宇宙推进双积分交易与监管制度的“新基建”

Metaverse Promotes the“New Infrastructure”of the Dual-credit Trading and Regulatory System

在新基建战略的背景下,政府数字化转型成为构建国家现代化治理体系的关键领域。作为我国政府鼓励新能源汽车行业的重要政策之一,双积分政策在实施过程中存在诸多问题和缺陷。而基于区块链技术、数字孪生技术、VR/AR/MR技术、网络和计算技术的元宇宙在助力政府数字化转型方面具有独特的优势。本文以元宇宙助力政府治理“新基建”转型为出发点,构建了基于元宇宙的双积分交易与监管系统,从优化积分价格制定、实现两类积分灵活交易、搭建积分池、建立双积分核算管理系统等角度来完善和创新现有积分交易平台功能,旨在推动新能源汽车行业高质量发展,为建立现代化治理体系添砖加瓦。

In the context of the new infrastructure strategy,the digital transformation of government is a key area for building a modern national governance system.As one of the key policies of our government to encourage the new energy vehicle industry,many problems and flaws have emerged during the implementation of the China's dual-credit policy.Based on blockchain technology,digital twin technology,VR/AR/MR technology,networking and computing technology,the metaverse has unique advantages in helping the government's digital transformation negatively.In this paper,a metaverse-based dual-credit trading and regulation system is built with the starting point of"new infrastructure"transformation for government governance.It aims to improve and innovate the functions of the existing dual-credit trading platform from the perspectives of optimizing dual-credit price,realizing flexible trading of both types of credits and building points pools,with the aim of promoting the high-quality development of the new energy vehicle industry and adding to the establishment of a modern governance system.
