面向新型电力系统的科技创新全过程支撑体系研究

摘要 新型电力系统作为新时代的电力发展方向,对原有电力系统创新支撑体系提出了全新的要求。文章基于国网江苏省电力有限公司的实际情况,创新性地构建了面向新型电力系统的科技创新全过程支撑体系。全过程支撑体系包含科技情报分析、项目全过程管理、科技成果鉴定评估和成果产业化对接4大要素。通过对国网江苏省电力有限公司现有科技创新支撑体系的实地调研和访谈,归纳了现有科技创新支撑体系中存在的“局部资源聚集”和“整体协同不足”的创新困境,同时进一步分析了存在于创新规划阶段的“信息失灵”“评估-转换失灵”“成员协调失灵”问题;创新执行评估阶段的“系统集成挑战”“资源支持挑战”“风险评估挑战”问题;存在于创新孵化转化阶段的“生态缺失”“资源壁垒”“长效矛盾”问题。结合全过程支撑体系,从科技情报分析、项目全过程管理、科技成果鉴定评估和成果产业化4大方面,提供了针对性的支撑建议。通过建立面向新型电力系统的全过程科技创新支撑体系,有效地增强了创新体系的协同创新能力,有助于提升省级电网公司创新体系整体效能。 The new power system,as the direction of power development in the new era,has put forward new requirements for the innovative support system of the existing power system.This article is based on on-site interviews with State Grid Jiangsu Electric Power Company,and innovatively constructs a technology innovation entire process support system for the new power system.The entire process support system includes four major elements:scientific and technological intelligence analysis,project entire process management,scientific and technological achievement appraisal and evaluation,and achievement industrialization docking.Through on-site research and interviews on the current technology innovation support system of State Grid,this article summarizes the innovation difficulties of“local resource aggregation”and“insufficient overall coordination”in the current technology innovation support system,and further analyzes the problems of“information failure”,“evaluation conversion failure”,and“member coordination failure”that exist in the innovation planning stage;the challenges of“system integration”,“resource support”,and“risk assessment”in the evaluation stage of innovation execution;and the problems of“ecological deficiency”,“resource barriers”,and“long-term contradictions”that exist in the stage of innovation incubation and transformation.Combining the entire process support system,this article provides targeted support suggestions from four aspects:scientific and technological intelligence analysis,project entire process management,scientific and technological achievement appraisal and evaluation,and achievement industrialization.By establishing a full process technological innovation support system for the new power system,this article effectively enhances the collaborative innovation ability of the innovation system and helps to improve the overall efficiency of the power grid innovation system.
