县域城乡融合政策试点的实践困境与进路反思

Reflection on the Practical Dilemmas and Approaches of Pilot Policies for County Level Urban Rural Integration

县域是推进城乡融合发展以实现乡村振兴的关键主战场。本文通过实地调查,运用访谈等研究方法,以广东城乡融合试点市县为对象,探讨城乡融合政策试点的推进状况。研究发现,广东城乡融合政策试点在推动要素流动、公共服务普惠共享、基础设施一体化以及城乡产业协同发展等方面均取得一定的成绩,但同时也存在重视不够、目标统合难、制度束缚、资金困难、监督缺位等不足。为此,本文提出了针对性的对策建议,以促进城乡融合政策试点健康有序发展。

County is the key main battlefield for promoting urban-rural integration and achieving rural revitalization.This article explores the progress of the urban-rural integration policy pilot through field investigations and research methods such as interviews,targeting cities and counties in Guangdong province.Research has found that the pilot of Guangdong's urban-rural integration policy has achieved certain results in promoting factor flow,inclusive sharing of public services,integration of infrastructure,and coordinated development of urban-rural industries.However,there are also shortcomings such as insufficient attention,difficulty in integrating goals,institutional constraints,financial difficulties,and lack of supervision.Therefore,this article proposes targeted countermeasures and suggestions to promote the healthy and orderly development of urban-rural integration policy pilot projects.
