摘要
数字经济是市场创新升级和社会转型发展的重要引擎,随着数字化在社会经济发展中的效力提升,数字经济政策逐渐成为政府驱动经济转型的主要抓手和重要依据,探究数字经济政策的演进规律及其发展动向具有十分重要的意义。以2000~2022年国家层面的263篇数字经济相关政策为研究对象,从阶段划分、主题演进、发文单位、府际关系等多维度构建政策演进分析框架,运用量化文本分析、社会网络分析和内容分析方法,探究我国数字经济政策的演进规律以及数字经济发展的动向轨迹,研究结论为:政策发文持续增加,数字经济转入发展“快车道”;政策主题能级迁跃,由基础性向多元化迈进;发文主体网络扩大,行动者分工进一步明细;府际关系逐步加深,协同模式由点到面扩散。
The digital economy is an important engine for market innovation and social transformation.With the increasing effectiveness of digitalization in social and economic development,digital economic policy has gradually become the main lever and important basis for the government to drive economic transformation.Therefore,it is of great significance to explore the evolution pattern and development trend of digital economic policy.This paper takes 263 digital economy policies at the national level from 2000 to 2022 as the research object,constructs an analysis framework of policy evolution from multiple dimensions,such as stage division,theme evolution,issuing units and intergovernmental relations.Using quantitative text analysis,social network analysis,and content analysis methods to explore the evolution law of China's digital economy policies and the trajectory of the digital economy development.The research results indicate that the number of policy publications continues to increase,and the digital economy is entering the"fast lane"of development.The level of policy themes is shifting from basic to diversified.The network of issuing subjects is expanding,the division of labor among actors is further refined,intergovernmental relations gradually deepened,and the collaborative model spread from point to surface.
