摘要
以流域为单元,统筹生产、生活、生态,推进山水林田湖草以及路和村庄的系统性综合治理已成为新时代流域治理的主旋律。结合县级流域综合治理规划编制研究和实践成果,以问题为导向,系统制定流域综合治理思路、方案及措施,并归纳总结经验和方法,探索可复制、可推广的南方县级流域综合治理模式。
In the modern era,river basin governance focuses on uniting the river basin,coordinating production,livelihoods and ecology,and promoting the systematic and comprehensive management of mountains,rivers,forests,farmlands,lakes and grasslands,as well as roads and villages.Based on research findings and practical efforts in the preparation of county-level integrated watershed management plans,this paper presents ideas,programmes and measures for integrated watershed management in a problem-oriented manner.Moreover,experiences and methods are summerized in the aim of exploring replicable and scalable models of integrated watershed management at county level in South China.
